Harper Celebrates Signing of Legislation to Remove Harmful Chemicals from Cosmetic Products

SPRINGFIELD, Ill. - State Rep. Sonya Harper, D-Chicago, is celebrating the signing of House

Bill 3409, the Chemicals in Cosmetic Products Act, into law, strengthening consumer protections by prohibiting cosmetic products containing certain intentionally added chemical ingredients from being manufactured, sold or distributed in Illinois.

“This legislation has been two years in the making, which makes seeing it signed into law an

even greater accomplishment,” Harper said. “People should not have to choose between taking care of themselves and potentially exposing themselves to harmful chemicals. For too long, consumers — particularly women and communities of color — have had concerns about what is in the products they use every day. Getting this bill across the finish line is something I am incredibly proud of, and this law shows that Illinois is listening and taking action to create a safer, healthier beauty industry.”

House Bill 3409 prohibits the manufacture, sale, delivery, holding or offering for sale of

cosmetic products that contain specific intentionally added chemical ingredients. The law also provides an exemption for products manufactured with the intent to comply with the Act that contain only technically unavoidable trace quantities of a prohibited chemical ingredient due to specified circumstances.

Harper has made consumer safety and protections in the beauty industry a key part of her

legislative work, particularly around natural hair and beauty products. Through her advocacy,

Harper has worked to elevate conversations about the chemicals used in products marketed to and commonly used of women and especially women of color, while pushing for greater

accountability and transparency in the beauty industry.

“This bill becoming law is a powerful reminder of what we can accomplish when we remain

committed to an issue and refuse to give up,” Harper said. “I am proud that Illinois is taking this important step to protect consumers and promote a safer beauty industry.”
